Is a “media-Center-PC” the same as a decent PC running Windows-XP Media Center?

I kind of doubt that, but I need to know what else I need to add. Are any of the followings necessary or desired: a TV tuner, dual TV tuner, S-Video output, firewall connection, DVI connection?

I just replaced the batteries on my wireless mouse for the first time and now whenever I use it I get a “replace your wireless mouse battery” warning about every 10-15 seconds. It is exceptionally annoying. I can’t figure out how to get rid of this warning. Any help would be greatly appreciated.
My mouse has no reset button, only a “connect” button, which I pushed, but I still get the error. I went to my mouse settings, but there is no “configure settings”. There is a “hardware” tab, and I looked at both “settings” and did the “troubleshooting” procedure, neither of which helped.

Any other suggestions? Really appreciate the help.
